How to apply

Do you qualify for a badge?

A person is eligible for a badge if they are over two years old and meet at least one of the following specific criteria, they:

  • receive the Higher Rate of the Mobility Component of the Disability Living Allowance;
  • receive a Personal Independence Payment (PIP) for being unable to walk further than 50 metres. A score of eight points or more under the "moving around" activity of the mobility component;
  • receive a PIP for being unable to undertake any journey because it would cause overwhelming psychological distress. Ten points under the "planning and following journeys" activity of the mobility component. This does NOT include those who score 12 points because they cannot follow a route with assistance.
  • are registered blind or severely sight impaired;
  • receive a War Pensioner's Mobility Supplement; 
  • have received a lump sum benefit within tariff levels 1-8 of the Armed Forces and Reserve Forces (Compensation) Scheme. They're certified as having a permanent and substantial disability which causes inability to walk or very considerable difficulty in walking.

Some people may also be eligible for a badge, at our discretion. If they're more than two years old and described as one or more of the following:

  • a person who drives a vehicle regularly, has a severe disability in both arms and is unable to operate, or has considerable difficulty in operating, all or some types of parking meter,
  • a person who has been certified by an expert assessor (where it is not self-evident to us based on specialist medical evidence) as having an enduring and substantial disability which causes them, during a journey, to:
    • be unable to walk;
    • experience very considerable difficulty whilst walking, which may include very considerable psychological distress; or
    • be at risk of serious harm when walking; or pose, when walking, a risk of serious harm to any other person.

In all cases, the condition must be expected to endure for at least three years from the date of application. This must be supported by medical evidence. Blue badges cannot be issued for temporary conditions.

Although the Blue Badge Scheme is administered by us, the rules of the scheme are set by the UK Government. The Department for Transport issues guidance to local councils about how to administer the scheme.

Apply for or renew a blue badge online

You can apply for or renew a blue badge online, alternatively you can complete the Blue Badge application form below and return it to parking services. Remember to sign the form otherwise we can't process it.

We will then decide whether or not you are eligible for a Blue Badge and we will contact you once we have made our decision.

The charge for a Blue Badge is £10.

We may need to check some details with you, or arrange for a mobility assessment, meaning your application may take a few weeks to process.  

The application form contains important guidance at the front which you should read carefully before filling in the form.

Renewing your Blue Badge

To renew your Blue Badge you need to go through the same process as you would if applying for the first time. It is your responsibility to renew your Blue Badge.

You are not automatically entitled to a new badge because you have had one in the past.

Changing your address

If you move home, please let us know so that we can update our records. If you move outside the Borough of Gateshead, you should also contact your new local authority in good time before your current badge runs out to allow time for them to send out and process an application form.

Lost, stolen or replacement Blue Badges

If your Blue Badge is stolen report this to the police to obtain a crime number. When you have this information, contact Parking Services.

If your Blue Badge is lost or damaged please contact Parking Services. You will need to complete a form giving the circumstances of the loss and follow the process for renewal applications. There will be a fee of £10 to pay for your replacement Blue Badge.   

Your replacement badge will be issued to the same expiry date as the one you have lost. Only one replacement blue badge is normally allowed. 

If you have lost your time clock please contact Parking Services and we will replace it for free.

Using your Blue Badge

Only you can use your Blue Badge and you are responsible for it - use of the blue badge by a person other than the badge holder is a criminal offence and can lead to a fine of up to £1000.

Blue badges are only valid for parking when the badge holder is either driving the vehicle or being transported in it. The journey must be for the badge holder's purposes, and the badge holder must be personally present at the time the vehicle is parked.

The blue badge must be valid and displayed correctly. Blue badges should be displayed with the badge expiry date facing forward and clearly visible from outside the vehicle. Motorists/badge holders who do not comply with all the requirements of the scheme may receive a parking ticket.
