Gateshead Council's housing service is inviting tenants and residents to have their say by taking part in a formal consultation on two updated housing policies aimed at making local communities safer, stronger, and more supportive places to live: the Good Neighbourhood Management Policy for Council Housing and the Anti-Social Behaviour (ASB) and Hate Crime Policy for Council Housing. 

Together, these policies outline how the housing service will help support thriving neighbourhoods by addressing a wide range of issues that affect everyday life—from persistent low-level concerns to serious anti-social or hate-related incidents.

Good Neighbourhood Management Policy for Council Housing

The new Good Neighbourhood Management Policy for Council Housing sets out how we will respond to behaviour that may cause frustration or upset, but does not meet the legal definition of Anti-Social Behaviour (ASB) or breach tenancy agreements. This can include issues such as noise disturbances, inconsiderate behaviour, or disputes between neighbours.

The aim is to resolve these situations constructively, before they escalate, by working closely with tenants, leaseholders, residents in supported and elderly persons' housing, and those in other tenures whose behaviour might impact the community.

This policy complements the ASB policy and helps officers determine the most appropriate route for resolution, using a clear assessment framework that considers the type and impact of the behaviour, its frequency, and the needs of all involved.

Anti-Social Behaviour (ASB) and Hate Crime Policy for Council Housing

The ASB and Hate Crime Policy for Council Housing sets out our strong commitment to tackling anti-social behaviour, hate incidents, and hate crime across Gateshead.

The policy was developed with input from residents and partners, aligning with the Council's Corporate Plan and the Community Safety Partnership Plan, which lists ASB reduction as a key priority. It confirms that all hate-related incidents will be recorded and investigated appropriately, with support for those affected and action taken against perpetrators.

By adopting a proactive and preventative approach, we aim to reduce crime and fear in local communities, improve quality of life, and ensure everyone can feel safe and respected.
