Unpaid carers
A person who is an unpaid carer and is living in the same home as the person they care for is a 'disregarded person' meaning they will not be counted when working out the Council Tax bill.
Eligibility criteria
The carer must:
a) provide care for at least 35 hours a week
b) live in the same property as the person they care for
c) not be the spouse or partner of the person they care for
d) not be the parent if the person receiving care is under 18
The person being cared for must be entitled to one of the following benefits:
- The middle or highest rate care component of Disability Living Allowance
- Personal Independence Payment Daily Living Component at either standard or enhanced rate
- Attendance Allowance (AA)
- Increase in Constant Attendance Allowance under the Industrial Injuries or War Pensions scheme
- Armed Forces Independence Payment
- Highest rate of Constant Attendance Allowance payable on top of full rate Disablement Benefit paid for an industrial injury
