Emergency and Resilience Privacy Notice

Who are we and what do we do 

 Resilience and Emergency Planning is part of Gateshead Council. We are based at the Civic Centre, Gateshead. We provide the following services: 

  • develop and review the Council's Emergency Response Plans and arrangements to ensure we adhere to the statutory requirements and duties outlined within the Civil Contingencies Act 2004  
  • engage with Council services and partner organisations to ensure emergency response arrangements are embedded at single agency and multi-agency levels 
  • engage with the voluntary sector, community groups, facilities and volunteer Resilience Wardens to make communities more resilient  
  • maintain logs or records of incidents and exercises 
  • provide training and exercising opportunities to all personnel within emergency response 
  • undertake structured debriefs of exercise and incident response activities and strengthen future response arrangements via any lessons learned and good practice identified 

This privacy notice provides specific information about how we process your personal data. It is an addition to the information contained in our Corporate privacy notice.   

What type of information is collected about you  

We collect personal information to understand your needs and provide services. Information may include: 

  • name 
  • address 
  • rank (professional details of those responding to incidents) 
  • date of birth  
  • email address 
  • telephone number  
  • gender  
  • health information  
  • images 
  • race or ethnic origin 
  • religious or philosophical beliefs 

How we collect information about you  

We collect information about you from various sources including: 

  • via email or telephone when you contact us with an enquiry or to report information to us  
  • through incident response as part of official log of events should you/your address be including in any (potential) area affected by an emergency or incident  

Why we need your information  

Our purpose for collecting personal information is to enable us to: 

  • account for anyone in our immediate care  
  • continue to provide appropriate welfare arrangements based on their needs for as long as required  

The lawful basis for our processing is: 

  • Legal obligation to which the data controller is subject (Civil Contingencies Act 2004) 
  • task in the public interest  
  • vital interests 

Our lawful basis for processing of sensitive personal data is: 

  • reasons of substantial public interest (with a basis in law)  
  • vital interests 

Who your information can be shared with  

Our Corporate privacy notice explains information sharing the council carries out. This sharing fulfils statutory obligations, legal requirements and service delivery. Resilience and Emergency Planning can share your information with: 

  • emergency services 
  • external contractors involved in the response to an incident  
  • government departments  
  • partner organisations such as neighbouring local authorities  

Our lawful basis for this sharing is task in the public interest or vital Interests and your consent is not required. 

If we wish to share your information with other council services or third parties for purposes outside of those listed above we will ask your permission.   

How long we will keep your information  

We keep your information for as long as we need to provide services to you. We may also need to keep your information in accordance with legal or other obligations. Where we have no need to keep your data it will be securely destroyed. We keep a Record of Processing Activity (a requirement under the GDPR).   • databases of contact information (provided voluntarily)  
  • emails sent during an incident 
  • evacuation registration documentation  
  • official incident logs: electronic logs stored on contractor server and PDF downloads stored on Council drives
