Call for Sites guidance

Key information

Submissions of new sites can be received from 9am on 1 July 2026 to 5pm on 12 August 2026 via the PlaceMaker online submission portal. Updates to sites submitted in the December 2025 Call for Sites (based on the published HELAA data, including boundaries) can be received during the same timeframe using the online portal. For all other previous submissions, updates can be submitted to the councils by completing the provided form.

Separate submissions must be made for each site. You do not need to repeat submissions for sites for different uses as sites can be proposed for more than one use in a single submission.

It should be noted that this Call for Sites consultation will not in itself determine whether a site should be allocated for development or be granted planning permission. All sites will be further assessed in line with national guidance as part of the Local Plan process.

Types of sites we are looking for

The Councils are seeking new sites that have not previously been submitted through earlier Calls for Sites or the planning process and would like to encourage the submission of a wide range of sites capable of accommodating uses including (but not limited to): 

  • residential development (including specialist housing provision) of five dwellings or more, or on sites larger than 0.25ha 
  • office, manufacturing/industrial, or warehousing/logistics development providing 500sqm floorspace or more, or on sites larger than 0.25ha 
  • other commercial uses, for example retail and leisure 
  • mixed use development
  • community or cultural facilities 
  • renewable energy generation, minerals extraction, community forest or woodland 

How to submit new sites

To submit a new site, please access PlaceMaker using the web link.

If you have previously submitted a site and wish to submit a different new site, you will need to log in to your existing PlaceMaker account using the same email address used to submit your previous site to do so.

How to edit a previous submission

If you hold updated information relating to a site previously submitted (based on the published HELAA information), you can either use the form linked on the website to provide these updates or you can log onto your existing PlaceMaker account to edit a previous site submission (this must be using the same email address you used to submit the original site). You will be able to access your previous submissions by navigating to 'My Submissions' once logged into the platform.

If you do update site information on PlaceMaker, please email the details of what you have updated to [email protected] as the Councils do not get automatically notified that updates have been made.
