Application for a Mobile Elevated Working Platform (MEWP) licence

If you are planning to work with a Mobile Elevated Working Platform (MEWP) or cherry picker on the adopted highway, you will need to apply for a MEWP licence (sometimes referred to as a permit).

Timescales

You will need to apply for a licence at least 10 working days before you want work to start. In certain circumstances a Temporary Traffic Regulation Order (TTRO) may be required, for example if you need to close roads or footpaths or introduce parking restrictions. If this is required, we will need at least 12 weeks' notice.

If you need to give less notice and you have a valid reason we will try to accommodate your request, but this can not be guaranteed.

What we need from you

  •  a description of the works to be carried out and the location details
  • a comprehensive Traffic Management Plan prepared by a traffic management company with a valid certificate and knowledge of current legislation. The plan should show the proposed safety measures to keep road workers and other road users safe while the work is being carried out on the highway. It is also essential that any planned works causes the least disruption to the highway network as possible.
  • proof of your Public Liability Insurance up to £5 million
  • name and contact details of someone who can be called out on a 24 hour a day basis to deal with any emergencies

Failure to provide appropriate information to support your application may delay your application and could incur additional fees.

This Traffic Management fee is the initial fee to review your Traffic Management Plan. Depending on your requirements further charges may apply (see fees and charges for details). If further payment is needed you will be contacted.

What happens after I submit my application?

Once your application has been submitted it will be reviewed by our highways and licensing teams. If your Traffic Management Plan is insufficient, we will contact you for additional information. This will incur an additional admin fee of £29.90. 

If your application is successful, you will receive a copy of your approved licence by email. 

For the avoidance of doubt, you must not carry out any work within the highway without express written consent from the council in its capacity as the highway authority. 

Any work completed must be subject to terms and conditions
