To deliver joined up services in Gateshead that can best respond to the needs of children, young people and families, we require an integrated approach to planning and commissioning.

The Children and Young People’s Plan sets out Gateshead strategy for all children and young people in Gateshead and is reviewed on an annual basis to ensure our priorities remain consistent with need.

Our Joint Commissioning Strategy sets out the strategic intention for the commissioning of services in response to the priorities set in the Children and Young People’s Plan.

To ensure we are responding to the needs of children, young people and families we consider that involving children and young people in decisions about the design and delivery of services it vital.

There are many different interpretations of the term ‘commissioning’ with different partner agencies using the word to mean different things. Gateshead Children’s Trust have agreed to define commissioning as:

 “measuring and agreeing need, understanding expectations, agreeing priorities and plans, planning and commissioning activity, monitoring and reviewing performance, and holding providers to account in order to improve outcomes.”   

The DCSF Commissioning Support Programme sets out commissioning as ‘the process for deciding how to use the total resource available for children young people and parents and carers in order to improve outcomes in the most efficient, effective, equitable and sustainable way’.  Commissioning is the overall process by which needs are identified, services are planned and delivered.

Our Joint Commissioning Strategy sets out the strategic intention for the commissioning of services for children and young people in Gateshead for the period 2006-09. The strategy provides the framework to assist partners who plan and commission children’s services independently, for example, where there is a statutory duty to this as well as help partners identify opportunities to work together to commissioning the provision and delivery of services locally.

Our Commissioning Support Team supports the Children’s Trust Boards and its Commissioning Executive in its implementation of the Joint Commissioning Strategy ensuring a standardised approach to commissioning.
