Highway Development Control

In the context of planning enquiries, the highway development control officer provides advice to planning colleagues and to developers on most aspects of travel and transportation within the Borough. When dealing with larger developments, discussions may take the form of a ‘development team approach’; this process facilitates a dialogue between the developer’s representatives and council officers across a range of disciplines, in order to gain a comprehensive understanding of local and strategic issues.

At the full planning application stage, a more formal assessment is made of the nature and severity of impacts on the public highway. New developments might typically have implications for highway capacity, road safety and sustainable travel. A report of the likely highway impacts and possible mitigation measures is then prepared to inform the planning process and may be influential in the determination of planning permission
