Parking Enforcement Guidelines

The Council is committed to being transparent about its parking and enforcement activity for which it is accountable.

To ensure consistency is applied when considering any challenges and appeal against the issue of a Penalty Charge Notice, the Council has produced a Parking Enforcement Guidelines Manual for staff involved in administering this element of the process. This manual is intended to cover the majority of the circumstances that regularly occur in letters, representations or appeals to the independent adjudicator. It is not intended to be a guide to processing Penalty Charge Notices, nor to replace knowledge of the regulations and Council's policies and practices, but to provide a reference manual for common situations that arise in letters, representations and appeals. For ease of use, categories have been listed in alphabetical order.
