Civil Parking Enforcement (CPE) is the name given to the transfer of powers from the Police to local authorities for enforcing parking contraventions. This was made possible by the Traffic Management Act 2004 and included Statutory Guidance and Operational Guidance to Local Authorities as to how it should be managed and the subsequent appeal process for the tickets issued.
Civil Parking Enforcement was first introduced in Gateshead in July 2007.
Council-employed Civil Enforcement Officers patrol Council operated car parks and roads where there are parking controls. They will issue Penalty Charge Notices (PCNs) if a restriction is contravened.
Changes to the civil enforcement area
Parliament approved a Statutory Instrument, The Civil Enforcement of Parking Contraventions Designation Order 2016, in June 2016 giving Gateshead Council civil parking enforcement powers over additional roads in the borough. Parking enforcement guidelines
To ensure consistency is applied when considering any challenges and appeal against the issue of a Penalty Charge Notice, we’ve produced a Parking Enforcement Guidelines Manual. This manual is intended to cover the majority of the circumstances that regularly occur in letters, representations or appeals to the independent adjudicator. It is not intended to be a guide to processing Penalty Charge Notices, nor to replace knowledge of the regulations and Council's policies and practices, but to provide a reference manual for common situations that arise in letters, representations and appeals. Mobile CCTV Enforcement
Gateshead Council uses a vehicle equipped with approved CCTV equipment (sometime called a “camera car”) to enforce some restrictions. Some common questions and answers about the camera car can be viewed below along with a copy of the Department for Transport certification for our vehicle.

The Traffic Management Act 2004 encourages us to publish an annual report on our enforcement activities.
The annual report also explains to the public and other stakeholders how parking is managed in Gateshead and to provide information regarding services provided by the parking team.
