There are 22 members of the Joint Local Access Forum. The partnership councils appoint all of these members namely: the five councils of Gateshead, Newcastle City, North Tyneside, South Tyneside and Sunderland City.
Membership appointments are reviewed periodically and there are then opportunities for new applications to be considered. For more information on this, and to complete an application to be considered at the next opportunity (now planned for Autumn 2009) please see our Become a Member| page.
Nineteen of the members of the JLAF are appointed as individuals, not as representatives of any organisations that they may belong to. However, they are appointed on the basis of how they represent three interests:

Users of access land and users of local rights of way;

Owners and occupiers of land or land crossed by rights of way; and

Any other interests especially relevant to the area (for example tourism, nature conservation, health and local business interests).
Appointments to the JLAF are made so that there is a balance of these interests within the membership.
There are an additional three full members and two observer members of the JLAF who are also councillors, that is one councillor appointed by each of the three partnership councils. As the JLAF is an independent advisory body, this maintains a balance between the councils being represented, and the JLAF's independent status.
Each year, members of the JLAF elect a Chair and a Vice Chair of the JLAF. For the year to November 2008, the Chair is Alan Pollock and the Vice Chair is Angus Johnson
