Neighbourhood Wardens at work
The first six months of 2010 of featured:

Exceeded our target to spend an average 6 hours per shift on patrol

Generated 3,850 warden reports (2009 total was 8087)

Attendance at 1300 incidents following calls or other requests for attendance

Attending 90% of calls or other requests for attendance within 20 minutes (the service target is 85%)

Issued 110 environmental fixed penalty notices
-
386 fly tipping cases have been investigated of which approx. 300 are domestic and the remainder are commercial and/or larger scale

How do we do all this?
Neighbourhood Wardens, Civil Enforcement Officers, and Environmental Enforcement Officers have been delegated a range of powers by Gateshead Council which allows them to issue Fixed Penalty Notices or Penalty Charge Notices for a variety of offences which include, litter, graffiti, dog fouling, fly posting and certain parking contraventions. Northumbria Police have also accredited the Neighbourhood Wardens with other powers which include the power to require persons under 18 to surrender alcohol and the power to seize tobacco from a person aged under 16. Neighbourhood Wardens have powers to obtain the name and addresses for anti-social behaviour. Failure to provide the name or address, or provide false information is in itself an offence for which a person can be arrested by the Police and prosecuted. The service achieves this by:

Proactive partnership working.

Promoting an integrated approach to sharing information, intelligence and maximising resources.

Proactive enforcement activities.

Conducting environmental education initiatives.
Who can be issued with a Fixed Penalty Notice, or Penalty Charge Notice?
Penalty notices can be issued to all persons over the age of 16 and the individual is personally responsible for payment of the penalty. Persons under the age of 16, when appropriate will be issued with an Under 16 Notice informing the parents of the circumstances of the offence.
What do I do if I am issued with a Fixed Penalty Notice?
Details are contained in the Penalty Notice that was issued, including details of how to make payment, or make an appeal against issue. Failure to pay a Penalty, or Fixed Notice Charge issued to you may result in criminal proceedings being taken by the Council.
