Who is a vulnerable adult?
A vulnerable adult is someone over the age of 18 who has physical or mental condition that increases the risk of mistreatment or abuse from other people. It affects their ability to protect themselves.

What is mistreatment or abuse?
It is a violation of someone’s human or civil rights.

What types of abuse are there?
It can be neglect, sexual, physical, psychological / emotional, financial or institutional abuse. It can also be more than one type at the same time.

I understand most of these but what do you mean by institutional abuse?
This can be when residents are given no choice about what they have to eat, bath times or when they go to bed etc.

What signs would I look out for?
Things like unexplained bruising, distress, changes of behaviour, theft of property, and malnutrition.

Can the adult ask us to do nothing about the situation?
Yes. Adults have a right to make decisions even if that choice involves a degree of risk. However if we can show the adult doesn’t have the mental capacity to make decisions; or other vulnerable adults or children are at risk; or the alleged abuser was in a position of trust we may still have to take action.

Whose responsibility is it to do something about it?
Everyone can help make a difference. If you have concerns report them to the Police on 0191 454 7555 or Social Services on 433 3000.

Do I have to?
The answer to this will nearly always be yes. Professionals and Volunteers have a duty of care to vulnerable adults. Not to report something may make it seem as if you agree with what is happening.

But what if I was given the information in confidence?
Information given to you is actually given to your agency. Reporting concerns is not telling tales. There should be no secrets.
