It was announced on 15th June that the government have suspended registration for the Vetting and Barring Scheme. Although new and existing employees will not have to be registered, the changes that were brought in to help facilitate the scheme will remain in place. The requirement to use the new system, forms and to collect additional data remain and the consolidated team will still deal with all the clearances. The changes brought in by the Vetting and Barring Scheme such as legal requirements, widened definition of regulated activity and the frequency test will remain. It is really business as usual for us as we are continuing with our preparations and just to be clear:

  • The consolidation of a central team is going ahead, actually moving to the second floor the end of this week beginning of next.
  • We will use the new system and forms from 12th July as already planned.
  • The new DCC form must be used (DCC2 in the event of further declaration).
  • The new CRB form must be used and copies of old forms destroyed after 12th July.
  • The extended evidence required to complete the form remains.
  • The extended definition of regulated and controlled activity remain - i.e. specified places, new posts, volunteers, certain officers and positions etc - without actually registering them so we need to do more CRB's than before for new staff and movers.
  • The legalities of the scheme regarding employment of barred persons remains - so it is still the case that their barred status should be known before they take up activity, therefore requiring a CRB.
  • The legalities of the scheme regarding referrals to ISA and when to refer remain as do the fines.

The Safeguarding Support Team within Gateshead Council are responsible for carrying out checks on employees and volunteers who work with children and vulnerable adults for Gateshead Council.  Checks such as the Criminal Record Bureau Check and the Independent Safeguarding Authority Registration are a requirement for people wishing to work, or who are already working with vulnerable groups and Gateshead Council is committed to the safety and wellbeing of the vulnerable groups in its care

Over 9000 employees and volunteers within Gateshead council have contact with children and vulnerable adults on a regular basis.  Please see below for a guide to which posts and positions in Gateshead require a CRB check and or ISA registration.

The Independent Safeguarding Registration

This is a new scheme which starts in July 2010.  All employees and volunteers who have contact with vulnerable groups on a frequent basis will need to be registered.  It will be a criminal offence for an employee or volunteer to start working with children or vulnerable adults after 1st November 2010 without registration.  The Safeguarding Support Team have introduced a new form that must be completed from 12th July 2010 to allow statutory checks to be carried out, called the Disclosure of Criminal Convictions Form which should be brought to interview along with the evidence of identity required.
