The Council requires the registration of practitioners and premises involved in Acupuncture, Tattooing, Semi-Permanent Skin-Colouring, Cosmetic Piercing or Electrolysis.
Charges apply for registration. These are set out in Council Fees and Charges.
The Council also has Byelaws that require:

The premises and fittings connected with these skin piercing activities meet certain standards and are clean.

The persons involved and their assistants are registered
That standards are met regarding cleansing and sterilization of instruments, materials and equipment
GENERAL INFORMATION FOR THE PUBLIC
It is important to control these activities because they involve piercing the skin and if done poorly, then there is a high risk of blood borne disease (such as Hepatitis and Septicaemia) and cause permanent scarring, disfigurement and even death.
If you intend to have any form of skin piercing, make sure that you only go to registered premises and have any treatment carried out by a registered skin piercer. It is a legal requirement that their Certificates are clearly displayed.
If you are aware of any person or premises that are not registered or that you feel are below standard, please let us know – you could be saving someone’s life.
It is also an offence for a person who is under 18 years of age to be tattooed. If you are aware of this offence please notify the Police.
