The Council has introduced a charging scheme for the issue of licences for the erection of hoarding as of the 1st April 2007; the charge is £50 per hoarding and applies for each 28 day period it remains in place. This action has become necessary to assist the Council in recovering the costs of carrying out this important highway safety related activity for the residents of Gateshead.
To position a hoarding on the Councils highway the person wishing to erect the hoarding must apply to the council for permission (a highway includes a path, pavement or road).
Anyone erecting a hoarding on the highway should be aware of the following requirements:

It is an offence to erect a hoarding on the highway without the permission of the highways authority;

The highway authority may grant permission (licence) with or without conditions;

The owner of a scaffold must ensure that it is erected in accordance with safety conditions attached to the licence.
The procedure for applying for a hoarding licence is for an application form to be completed (this can be downloaded from this web site) and sent to Building Control at the Council. The appropriate fee must accompany this unless as a regular applicant you have made arrangements with the Council to pay by monthly invoice.
