Empty Property

Some properties are exempt from paying Council Tax.

We consider your property to be empty (unoccupied) if:

  • CLASS A - the property is uninhabitable because it requires or is undergoing structural alteration or major repair work (exemption period can last up to 12 months or 6 months from completion of the works, whichever is sooner)
  • CLASS B - the property is owned by a charity and was used by the Charity until it became vacant (exemption allowed for up to six months only).
  • CLASS C - the property is both unoccupied and unfurnished (Exemption allowed for up to 6 months only. Please be advised that the 6 month period applies to the property and not each new liable person e.g. if a property has been empty for more than 6 months and you purchase the property you cannot apply for this exemption)
  • CLASS D - the property has been left empty by someone who has gone to prison.
  • CLASS E -  left empty by someone living in a hospital/care home;
  • CLASS F - property has been left empty due to a death and you are awaiting grant of  probate or letters of administration (exemption continues for up to six months after grant of probate or letters of administration);
  • CLASS G - the property cannot be occupied by law;
  • CLASS H - the property is awaiting occupation by a minister of religion;
  • CLASS I - the property has been left empty by someone who has moved out to receive personal care;
  • CLASS J - the property is left empty by someone who has moved out to provide personal care to another person;
  • CLASS K - the property is owned by a student and last occupied by that student;
  • CLASS L - the property has been repossessed by Mortgagee (bank/building society);
  • CLASS Q - the person has been left empty by a bankrupt person.
  • CLASS R - a Caravan pitch or boat mooring;
  • CLASS T - the property is an unoccupied annexe to an occupied dwelling.

If you own or occupy a property and you wish to apply for one of these exemptions please contact the Council Tax office for further advice or download a Council Tax Exemption Application form from the box on the right.

Please note - you must continue to pay your current Council Tax bill until your application has been dealt with. If this will cause you any problems then please contact us immediately.
