Second Adult Rebate is a benefit to help with your Council Tax, if you are the only adult in your property apart from 'non-dependants' who are on low incomes.
A non-dependant is someone who lives with you but is not your partner, or a boarder or sub-tenant.
Second Adult Rate is not based on the income or savings of the householder who is making the claim; it is assessed based on the income of the other adult(s) who live in your property.
The full Council Tax charge assumes there are at least 2 people resident at a property. When only one person lives there a discount of 25% can be given.

There is no limit to the number of people who can be counted as ‘second adults’, but their combined income will used to work out how much your Council Tax will be reduced by.
For example, if there are 2 second adults living with you who earn £109.00 and £100.00 (a total of £209.00) then your Council Tax bill will be reduced by 7.5%
