Second Adult Rebate Information

 
    

Second Adult Rebate is a benefit to help with your Council Tax, if you are the only adult in your property apart from 'non-dependants' who are on low incomes. 

A non-dependant is someone who lives with you but is not your partner, or a boarder or sub-tenant.

Second Adult Rate is not based on the income or savings of the householder who is making the claim; it is assessed based on the income of the other adult(s) who live in your property.

The full Council Tax charge assumes there are at least 2 people resident at a property. When only one person lives there a discount of 25% can be given.

25% discount applies when:

  • only one person aged over 18 lives in the property;
  • two or more people live in a property and only one of them does not meet a discount disregard category.  See Council Tax Exemptions
  • If the second person(s) is on a low income such as Income Support, Jobseekers Allowance (Income Based), Pension Credit or Employment and Support Allowance (Income Based), then it may be possible to claim Council Tax benefit up to the level of the discount which has been lost. The second person(s) might also be working but you might still qualify for a reduction of 15% or 7.5% on your Council Tax.
  • When a second person who is not your partner, child or joint tenant, lives with you and is on a low income or Income Support or Jobseekers Allowance (Income Based) then it may be possible to claim Council Tax benefit up to the level of the discount which has been lost.
  • The second person will have to provide details of his or her income. Details of your own income and savings are not required in order to qualify for Second Adult Rebate although it may be affected by other circumstances relating to yourself or other members of the household.

The following shows the percentage reduction in the Council Tax bill which will be awarded as Second Adult Rebate: 

If 2nd adult(s) receive Income Support, Pension Credit

Income Based JSA or Income Related ESA
= 25% rebate
If 2nd adult(s) combined gross income is under £175.00 per week = 15% rebate

If 2nd adult(s) combined gross income is between

£175.00 per week and £227.99 per week
= 7.5% rebate
If 2nd adult(s) combined gross income is more than £228.00 per week = nil


There is no limit to the number of people who can be counted as ‘second adults’, but their combined income will used to work out how much your Council Tax will be reduced by.

For example, if there are 2 second adults living with you who earn £109.00 and £100.00 (a total of £209.00) then your Council Tax bill will be reduced by 7.5%
